The United Underworld was an organization of the most dangerous criminals in world.
Their motto was "Today Gotham City, Tomorrow the World".

- The Catwoman: The slinky, deadly female thief and a master of disguise.
- The Joker: The fiendishly clever Clown Prince of Crime who specializes in joke-themed crimes.
- The Penguin: The Black Bird of Prey who is always carrying an array of deadly trick umbrellas.
- The Riddler: The Prince of Puzzlers who enjoys leaving his mark on every crime he commits with riddles.
The rest were thugs most notably Penguin's three sailors Bluebeard, Morgan and Quetch and his henchmen known as the five Guinea Pigs.

- They appeared together again in the animated feature film Batman: Return of the Caped Crusaders, however they weren't named as United Underworld and Catwoman later switched sides after the other three betrayed her.
